Two California men face federal firearm and drug charges

CALIFORNIA – The U.S. Department of Justice (DOJ) announced September 11 that a federal grand jury indicted two California men.

James Kenney, 45, and Kevin Leacy, 31, of West Sacramento, were charged with various drug trafficking offenses.

Leacy also faces charges of being a felon in possession of a firearm and possessing a firearm to further drug trafficking.

Court documents state that on Aug. 28, 2025, he knowingly possessed a .40-caliber Glock 23, a .40-caliber Sig SP 2340, and a .380 Ruger LCP. Leacy, previously convicted of armed robbery in 2013, is prohibited from possessing firearms.

Officers seize fentanyl, cocaine, and methamphetamine

In May 2025, authorities began investigating a West Sacramento drug trafficking group. The investigation found Kenney and Leacy sold fentanyl and methamphetamine.

On Aug. 28, 2025, officers executed a search warrant at the motel where the men were staying, seizing fentanyl powder, cocaine, and methamphetamine.

If convicted, Kenney faces 10 years to life in prison and a $10 million fine. Leacy faces 15 years to life and a $10 million fine.

The charges are only allegations; the defendants are presumed innocent until and unless proven guilty beyond a reasonable doubt.

Federal initiatives

This case is part of Operation Take Back America, a DOJ initiative targeting illegal immigration, cartels, and violent crime nationwide.

It is also part of Project Safe Neighborhoods (PSN), a DOJ program uniting law enforcement and communities to reduce violent crime and gun violence. Launched in 2021, PSN emphasizes trust, prevention programs, strategic enforcement, and measuring results.
