H.O.P.E. Team connects 8 unhoused Victor Valley residents to services

SAN BERNARDINO COUNTY – The San Bernardino County Sheriff’s Department announced its Homeless Outreach Proactive Enforcement (H.O.P.E) Team, in collaboration with the Department of Aging and Adult Services, conducted “Operation Shelter Me” in Victor Valley and nearby communities. 

The operation connects staff with unhoused residents to provide housing, medical, and mental health services.

During this operation, the H.O.P.E Team focused on individuals with severe mental illness, connecting them with restorative care.

Operation Results:

  • 39 individuals currently experiencing homelessness were contacted.
  • 29 individuals accepted referral information to assistance programs.
  • 8 individuals were connected with local service providers.

Laura’s Law

In June 2023, San Bernardino County adopted Laura’s Law (Assisted Outpatient Treatment, AOT), which allows court-ordered community treatment for individuals with histories of hospitalization, incarceration, or violence.

Under Senate Bill 43, adopted by San Bernardino County in April 2025, the H.O.P.E Team evaluated individuals deemed gravely disabled for possible substance abuse and mental health treatment.

No candidates were identified during this operation.

Looking ahead

The H.O.P.E Team will continue countywide operations next year, supported by ‘Community Concerns’ funding from the Board of Supervisors. This funding helps the Sheriff’s Department address homelessness and mental illness in the county.
