Two San Bernardino County men arrested and charged for violently stalking victims

CALIFORNIA – The Federal Bureau of Investigation (FBI) announced that two San Bernardino County men were arrested last week for their roles in an alleged stalking, threats, and intimidation campaign targeting victims in Yorba Linda.

Xiang Li, 42, of Chino Hills, and Bowen Zhou, 33, of Upland, were arrested following a June 17 criminal complaint filed in U.S. District Court in the Central District of California.

Starting March 2024, “Victim 1” and “Victim 2” from Yorba Linda received threats claiming they owed $150,000 and were unsafe. On March 15, 2024, a knife and threatening letter were left at the victim’s Yorba Linda home.

Since then, the victims have received numerous threatening calls and texts.

In one call, the caller threatened, “You should know I know where your family lives, and we have a lot of gangsters in the L.A. area.”

On April 4, 2024, someone fired six shots at the house with a victim inside, per the complaint.

Li and Zhou face up to five years in prison

On June 3, 2025, the FBI executed search warrants in the stalking case.

The FBI seized ammunition that matched the caliber of the ammunition used during the shooting incident, a phone used for threats, and another linked to Zhou during a search of Li’s residence.

During the search of Zhou’s residence, the FBI seized a firearm matching the type likely used in the shooting as well as the phone that was used to make the threatening calls and to contact Li around the time of the stalking incidents.

Li and Zhou appeared before a federal magistrate and were remanded to custody.

If convicted, Li and Zhou face up to five years in federal prison.

The FBI and Orange County Sheriff’s Department conducted the investigation, prosecuted by Assistant U.S. Attorneys Joseph Guzman and Colin Scott.
