CALIFORNIA – A new law that went into effect this year will be enforced with parking tickets starting January 1, 2025.

California’s “Daylighting Law” – AB 413, says drivers can’t stop or park a car:

  • Within 20 feet before any crosswalk (marked or unmarked).
  • Within 15 feet of a crosswalk that has a curb extension (a curb that juts out to shorten crossing distance).

Daylighting keeps areas near crosswalks clear of parked cars so drivers and pedestrians can see each other better.

Both sides of one-way streets are affected

For one-way streets, both sides of the street are affected.

Drivers are prohibited from stopping, standing, or parking within 20 feet of the approach side of crosswalks on both the left and right curbs.

This provision differs from two-way streets, where only the approach on the right side of the street is subject to the 20-foot parking restriction.

California had 1,158 pedestrian fatalities in 2022

Daylighting laws already exist in over 40 states.

In 2022, California had the highest number of pedestrian fatalities – 1,158, according to the National Highway Traffic Safety Administration.

Daylighting has been shown to significantly improve road safety, reducing crashes at intersections by up to 30%.

The mandate is likely to increase competition for curbside parking, potentially reducing the availability of parking spaces in urban areas.
