CALIFORNIA — Goldman-Sachs’ 10,000 Small Businesses Voices, a survey designed to help small business owners advocate for policy changes, found that 63% give the federal government a “C or below” letter grade on the effectiveness of programs, services and tax credits available for small businesses.
