Victorville City Council opposes expansion of drug and alcohol facility near schools

VICTORVILLE – At a special meeting on Jan. 8, the Victorville City Council adopted a resolution opposing San Bernardino County’s expansion of a drug and alcohol rehab facility located at 13333 Palmdale Road near three local schools.

The county recently began construction to triple the size of an existing drug and alcohol treatment facility at the southeast corner of Palmdale and Cobalt roads.

The expansion is located near three Victorville schools – Silverado High School, Cobalt Institute of Math, and Larrea Middle School.

While acknowledging the need for supportive services, the council said it opposes the expanded treatment facility due to its proximity to the schools.

According to the resolution, most funding for the proposed facilities comes from the state’s Behavioral Health Continuum Infrastructure Program (BHCIP), which requires applicants to demonstrate meaningful engagement with local stakeholders and affected jurisdictions.

City officials said that, aside from limited staff-level discussions, they are not aware of any meaningful outreach by the County to the city, the Victor Valley Union High School District, or nearby stakeholders before submitting BHCIP applications.

Victor Valley Union High School District Board of Trustees adopted a similar resolution formally opposing the proposed project location on December 22, 2025.

Expanding services to include youth psychiatric residential treatment

The new campus would add youth psychiatric residential treatment, as well as residential and outpatient substance use disorder treatment for both adults and youth.

Additional services would include withdrawal management and an outpatient wellness center.

Phase 2 would add psychiatric services, including acute care, crisis intervention, involuntary 5150 holds, adult social rehabilitation, 24/7 crisis stabilization, and a sobering center.

Resolution No. 26-005 formally:

  • Opposes both Phase 1 and Phase 2 until the project is relocated to a more suitable site.
  • Opposes any proposed countywide sobering center until potential impacts on city public services are mitigated.
  • Opposes the county’s funding of the project until meaningful public engagement has occurred.
