Phelan woman arrested for murder following missing person investigation

PHELAN – The San Bernardino County Sheriff’s Department’s Specialized Investigations Division, Homicide Detail, reported being notified of a missing person investigation on September 4.

The family of Mindy Kum, a 72-year-old resident of Phelan, reported her missing two days earlier. Kum was last seen by her family in Tustin.

Investigators traced Mindy’s last known whereabouts to Phelan, leading them to a residence on Smoke Tree Road.

Margaret Minier, 57, of Phelan, lived at the residence she rented from Kum. Investigators searched the property and found human remains.

As a result of the investigation, Minier was arrested for Kum’s murder.
